I got a letter in the mail from a collection agency it says I owe $1,194.92 for an account I never had. So I immediately got a copy of my credit report which has no record of an AT&T account of any kind. It does contain an inquiry by said collection agency but there is no record of an AT&T account or one opened in my name.

AT&T then sends me a fraud packet asking for all my personal info saying I need to fill it out in 21 days. They prefer that I fill it out online but give a link that doesn't work and I am not sure I should send my SSN# to a company that I have never done business with.

This all seems not quite right.

I have no proof at all that an account was opened in my name.

Should I contact my Attorney Generals office?

You should request the collection agency provide evidence the debt belongs to you. It's possible they were just grasping at straws trying to find someone with the same or similar name.

A fraudulent ATT account was created in my name. I reported it through the fraud portal as directed. I received an email asking for several documents to be submitted to prove my identity. I submitted my documents and believed them to be complete. I received an email saying the documents we not complete with no explaination as to why the documents I submitted were not sufficient. The email said my fraud claim would be closed and I need to create another claim. How do I speak to a real person about this?

AT&T is just awful. I honestly don't believe they actually think it's my debt at all. They could see it's not on my credit report that an account was never opened in my name. They just seem to try it on with people with excellent credit to see if they will pay up. Such a scam.

Your situation is on the collection company, not AT&T. If AT&T had sent your account to collections, it would be on your credit report. Did you ever request the collection agency provide evidence the debt is yours?

It wasn't on my credit report 10 months ago when I got the original letter from AT&T. The 2 collection agencies who sent me mail both say it speaks for AT&T and gives an AT&T account number. It's AT&T.

You didn't say you received a letter from AT&T in your original post; just that you got a letter from a collection agency.

It's AT&T, probably, but it's not AT&T trying to go after you. The collection agencies are most likely trying to tie you to someone else's debt because something in your information is somewhat close to the actual debtor. That's why you should have requested they provide evidence the debt is owed by you.

As long as it's not on your credit report, you can just ignore them as long as the collection efforts don't escalate beyond letters and phone calls.

I did, in writing, ask them to provide proof. They sent a fraud packet which I never sent back. I didn't feel comfortable sending my personal information to anyone.

AT&T sent you a fraud packet.

The collection agency is who has to provide proof. If you get communication from a collection agency, that's who you deal with, not with a company they claim you owe money to, especially if you never did business with the company they claim you owe.
